Dr. James A.
DeChaine, with nearly twenty years of experience in Washington,
has a clear knowledge and understanding of the legislative processes
on Capitol Hill. Since obtaining his Doctorate in Psychology from
Duke University in 1972, he has held several positions in Washington
which have given him a diverse, yet thorough, perspective of the
Federal government and enabled him to establish key relationships
at the federal level.
Dr. DeChaine
served as Chief of Staff to Congressman Richard Nolan for six years,
Congressman Martin Sabo for four years, and Congressman Collin Peterson
for two years. As Chief of Staff he directed all legislative and
political activity of the congressional staff. He also directed
the campaign and volunteer efforts on behalf of these Members, including
financial management and fundraising. These responsibilities have
given Dr. DeChaine important experience maneuvering through the
appropriations and budget process and in dealing with the Congressional
leadership.
In 1982, Dr.
DeChaine was appointed by Minnesota Governor Rudy Perpich as the
Director of the Washington Office for the State of Minnesota. For
four years he represented the state before Congress and the Administration
which gave him the skills necessary to work outside, as well as
inside, the system.
Dr. DeChaine
has a proven track record of building and maintaining strong, productive
relationships within the Federal government. He is a creative and
influential policy hand, who has maintained contacts throughout
the U.S. Congress and with his contemporaries serving in the Clinton
Administration. These essential coalition-building skills, coupled
with his ability to put them into action for his clients, have become
a hallmark of Dr. DeChaine's long history of success.
