James A. DeChaine - Partner

Dr. James A.
DeChaine formerly served as Chief of Staff to Congressman Richard
Nolan (D-MN), Congressman Martin Sabo (D-MN), and Congressman Collin
Peterson (D-MN). As Chief of Staff he directed all legislative and
political activity of the congressional staff. He also directed
the campaign and volunteer efforts on behalf of these Members, including
financial management and fundraising. These responsibilities have
given Dr. DeChaine important experience maneuvering through the
appropriations and budget process and in dealing with the Congressional
leadership. In 1982, Dr. DeChaine was appointed by Minnesota Governor
Rudy Perpich as the Director of the Washington Office for the State
of Minnesota. For four years he represented the state before Congress
and the Administration which gave him the skills necessary to work
outside, as well as inside, the system. He maintains strong relationships
within the executive branch and its federal agencies, as well as
with State liaison offices in Washington. Dr. DeChaine received
his Ph.D. from Duke University.
Daniel
J. Fleming - Partner

Daniel J. Fleming
was formerly Director of State Government Affairs for the Truck
Renting and Leasing Association, where he managed the state legislative
monitoring program. In this position he gained valuable experience
interfacing with association members as well as state legislators
and their staff. At Legislative Solutions he has developed and directs
the state government affairs practice, which provides clients with
customized fifty-state legislative and regulatory monitoring services.
Fleming received his BA in Economics from Georgetown University
and earned his Masters in Business Administration from the George
Washington University.
Anne
Vroom - Senior Legislative Analyst

Anne Vroom monitors
legislative and regulatory issues for clients, and maintains direct
contact with state officials and committee staff. She served nine
northeastern governors in her prior position at the Coalition of
Northeastern Governors (CONEG), where she functioned as legislative
liaison between the northeastern states and the federal government.
Prior to her employment with CONEG she served the Governor of Connecticut
in various legislative and communications positions within both
the Washington, D.C. and Hartford, Connecticut offices. Vroom earned
her BA in Theater from Catholic University.
Jake
Jacoby - Manager of Legislative Affairs

Jake Jacoby
formerly worked at the National Republican Congressional Committee
(NRCC) where he organized special events and served as a liaison
between the NRCC and the House Speaker's office. Previously he represented
Brandeis University in their New York City office. At Legislative
Solutions he is responsible for managing legislative affairs at
both the state and federal level. Jacoby was awarded his BA in Government
from Skidmore College.
Kevin
Fleming - Information Specialist

Kevin Fleming
is responsible for the company's on-line initiatives. He is responsible
for developing electronic content, specifically Legislative Solution's
evolving web presence. In addition he provides assistance in daily
tracking and updates on legislation, and assists in the generation
of reports for clients. Fleming was awarded his BA in Economics
with a focus in Computer Science from Georgetown University.
